My Iphone is dying, sometimes it simply won't charge. Its on its way out in terms of software as well since its not supported on IOS 16 or later.
So looking for a new second hand Iphone Mini it seems that pretty much all on offer either from dealers or private, have battery health below 90%. Some dealers only guarantee 80% or better.
In contrast when I bought my SE a few years ago there was no problem finding one with 100%. At just over six years old battery health is still 99% and it continues to work right down to below 5% charge state.
Is there a change in how battery health is measured or displayed? Or do more modern iphones wear out their batteries much quicker?

I've blown it out, and can't see any obstruction or contamination.Some more cleaning might help I suppose.
Testing just now we have two charging cables in the kitchen, each can be inserted either way round so four possible connections. All four work with other phones just by plugging in. With my phone three of four never work. One cable, one way round, will sometimes work but only if there's pressure pushing the connector at an angle to one side. But often that doesnt work either, sometimes nothing, sometimes the phone buzzes but doesn't start charging, sometimes it goes on charge but stops after a couple of seconds.

This will sound weird but have you restarted your phone lately?
I only ask because I have a pretty new 15 Pro Max that randomly stopped charging. Reboot made it start charging again. Phones...

Always worth a try. In this case yes it's been restarted recently, a couple of days ago it ran flat while I was trying to get it charging so had a completely cold start after that.
