It can, by turning on interleaving.
They increased latency by a minimum 8ms (low interleaving).
It's exactly 8ms that's added in that case. It's never variable.

If the line is really bad and has g.inp (retx) enabled them some retransmitted packets can cause very small delays randomly but this would generally be unnoticeable.

Can you describe your symptoms and it can be advised if it's likely DLM or not. Any line starts available to you would also help.

when playing fps games it feels that my game is slow/delayed. Latency bursts alot of latency burts in game.

These symptoms have happend since i had a dlm reset.

where do i find line starts?

That varies between modems. Some don't show stats at all.

The DLM doesn't make changes on the fly mid connection. It needs to resync the line to make changes.

Bursts of increased latency are unlikely to be DLM related.
The DLM adds an additional 8ms of latency with interleaving enabled. It adds this to the whole connection and would not appear in bursts
