Probably a stupid question, but I can't seem to find the answer. Is the vmg1312-b10a capable of g.vectoring or g.inp? If so how do I enable them?

It supports both but it depends on the cabinet you are connected to whether you'll get them or not. If on a Huawei cabinet you should get G.INP by default but vectoring is only enabled on a very limited number of cabinets so you likely won't see it. If you are on an ECI cabinet then I'm afraid you won't have either available to you.
There's nothing you need to do on the VMG1312-B10A to enable them - if they are there you should get them.

Both work, but neither are user configurable.
G.Vector (Vectoring) requires physical hardware to be installed on the DSLAM by the network operator and in the UK Openreach have only enabled on a tiny fraction of Huawei cabinets that were installed with BDUK funding.
G.INP is an error protection that is also controlled by the network operator.
In the UK G.INP should be available and enabled on all lines that are connected to Huawei cabinets.
The ECI cabinets do not have G.INP rolled out to them, excluding a few lines from previous trials.
