I've recently had a new broadband installed by a ISP called zzoomm, I am supposed to be getting a 2Gb symmetrical line but the speed-test results I've been getting are inconsistent. I am connected to the router to my laptop with a 2.5Gb ethernet connection so I should be able to achieve the full 2Gb connection. However depending on the speed test I do I'm getting results that vary from 800Mb to 2Gb but I'm unsure why. Can anyone provide any insight?
All the below were tested within 5 minutes of each other.

How certain are you that the network interface of your laptop computer and the computer's OS' networking stack are capable of handling 2Gbps plus speeds?

I'm not certain, the computer I'm testing it on is a 2021 MacBook Pro with the M1 Pro processor. I've seen similar machines with a 10 Gbe thunderbolt network adapters easily max out just below 10Gb/s. Running the tests doesn't seem to use significant system resources.

I'm not familiar with Apple hardware but now that you have specified the system being used for the tests perhaps other members will be able to comment.

I think you may have been on to something before, I've connected to a FTP server and tried to download a large (100GB) file. Looking at the network throughput it is bang on at 250MB/s or 2Gb/s. I think there must be a bottleneck with browser based speed tests (at least on a Mac with my OS) where for some reason it can't seem to achieve the full throughput.

Speedtest by Ookla is in the App Store, though I'd be more inclined to blame there being very few servers that can handle over a Gigabit.

I see Talk Straight's server in your speed test. That is on 10G and should be fine. Grab the app from the App Store. Ilkley / Talk Straight should be fine as should Community Fibre, London.

Thanks, both of those servers seem to give me results varying between 1.0Gb and 1.5Gb on the speed test app. If I manually select the Swish Fibre, London I get 1960/1980 which is what I'd expect. I think my connection is definitely 2Gb, but just some servers aren't able to provide that or maybe there's something in the ISP's network that is a bottleneck for some servers and / or locations.

Nperf provide speed test with both choosing cities and knowing server supported maximum link speed, I think this might give accurate test..

Most of those services aren't close to adequate for a 2G service even if no-one else is testing at the same time.
I just tested 2 that claimed to be on 10G and neither of them managed much over a gigabit. This via uncapped XGSPON that runs at 8G+ symmetrical.
