This is weird I'm assuming there is a network contention issue somewhere to make the latency go like this since the early hours of this morning

Assuming that you have checked everything under your control, within your own domain, have you asked Zen if they are aware of any problems? :-\

May be an issue with the route from the TBB monitor to me as apart from some jitter the ping times to bbc.co.uk look okay

I can see the graph on my pc.
I dont think thats congestion, its consistent across the entire day.
If you absolutely sure its not your side (rebooted router's/modem and made sure no load), then try to report a fault for it.
Also do you have a ipv4 graph?

That was the feeling I had when I first viewed the data but, not being too familiar with such monitoring, hoped that someone more experienced in such analysis would comment. :)

That graph is missing, on my pc and phone.

Well both IPv4 and IPv6 graphs looked identical
This morning they appear to have returned to normal
Interestingly I discovered that there was an outage of The BT service in an adjacent area to me
So now suspecting some routing issues introduced by the outage
