14463 x 0.882 = 12756 kbps which equals 12.46 Mbps, so your IP profile appears to be slightly higher than the spec says it should be. I'm afraid you won't be able to get it raised unless your sync speed increases.
However your downstream SNRM is 12.1 dB, so it looks as though your connection has been unstable and DLM has raised your target SNRM. If it's now stable the target SNRM should be reduced by DLM over some time, and you'll get higher speeds. You may be able to get the connection reset, but most ISPs are unwilling to do that.
