I don't see where the 10 years comes into it.
Or is that for the "illegal" migrants.

Quote
All legal migrants will have to serve a five year 'probationary citizenship' before being considered for a passport, immigration minister Phil Woolas said.

Those who work hard, are law-abiding and do voluntary work will be eligible for benefits one or two years afterwards.

But others will have to wait another five years before they can claim any benefits at all,

And as for the £175,000pa paid in benefits, well that probably included housing benefits and we know how expensive it is to live in London, so whether the property is purchased or rented (remember the article only states the value of the property, not the owner) ......................

Just remember folks, "News sells" Especially bad news.
(so don't just believe everything you read as being 100% accurate and not misleading.

edit.
Just had a thought.

Q: Why do "legal migrants" need a British passport when they have the passport that got them into the country to begin with.

The owner is/was a private landlord who the council were/are paying over £30k a month to in rent.
