I emailed CEO of openreach a couple of years ago and that escalated my fault very fast. I had bt people from Newcastle ringing me many times and fault was fixed quickly. No phone number though I'm afraid. Google will have email address of current CEO.

I left a voice message at the CEO's  office and they got back to me very fast.
