From BT, it doesnt look like the plan on changing their current methods for 'allowing' access. will they still be able to charge 10k for the surveys after the ofcom changes are implemented?
I think this is the heart of the matter. It seems that BT were saying "oh yea you can have access to the ducts... as long as you pay for us to do a survey the area first.". Now they seem to be slowly moving the goal posts and also said
A spokesman for BT Openreach said that a survey was necessary to make sure there was sufficient capacity, but that rivals were free to do this work themselves.
So are BT now saying another ISP can gain access to the ducts before BT doing its own survey?
I think BT eventually will have to find a workable solution because the OR situation is going to come in for more and more pressure.
