my sister in law is changing from one service provider to another, how long must she wait before recieving the mac address? . she wrote to her existing provider 3 week ago and as yet not heard anything................ >:(

Presumably you mean the Migration Access Code  (a MAC address is something quite different in computer networking).
You need to check what the suppliers T's & C's say, but it's normally 5 working days maximum.
Some are effectively almost immediate.

Cancel AOL Broadband 
We're sorry to hear that you're considering cancelling your Broadband membership.
If you wish to cancel your membership, call Member Services on 0844-499-5555 where one of our agents will be happy to assist you with this or any other request.
If you use a BT line to access Broadband and you want to move your broadband connection to another broadband provider (who is not a cable provider), you can ask for your service to be migrated across through use of a MAC code . Please note that this option is only available where your Broadband service has been fully provisioned prior to you cancelling your Broadband subscription.
When you contact Member Services to ask for your subscription to be cancelled or for a MAC code to be issued, we will need to verify your identity. For this reason, please have the payment information you provided when you registered with us (e.g. credit card or bank account number) close at hand. Please note, when your account is cancelled, you will receive a four-digit confirmation number, which you should keep for future reference.
