We seem to be in a bit of a stalemate regarding sub-loop unbundling - i.e. connection to FTTC cabinets by others.
The incumbent monopoly wants to charge what most other telcos refuse to pay so has gone into sulk mode.
Meanwhile it has become yet another reason to delay or thwart other's communications infrastructure improvement projects.
(In addition to the debacles at Erbistock and Ewhurst to name just two.)
