Data harvesting, Land Registry

As a consequence of GDPR I have been getting email notifications, from various organisations I have dealt with,  of their updated spamming practices privacy policies.

John Lewis’ arrived the other day.   I followed the link, and was a little surprised to find mention of the Land Registry as source of data...

Land Registry is mentioned again later, too.   Now, I know that much of the data held by Land Registry is public domain.   What bothers me is, the implication that is available in a form that is useful to spammers.  Are they selling bulk access to the Land Registry database, I wonder?  :o

Please do not regard the previous sentence as a statement of fact, I mean it as a genuine question.
