So the article is saying Ofcom is still pushing forward with its plans too;

The governance plans did not satisfy Ofcom, however, which said it would “fall short of our requirements for a legally separate Openreach that delivers for all of its customers”. The regulator plans to apply to the European Commission to impose its own reforms in the Spring.

It is a good opening statement by Mike McTighe.

I know a few of the longer serving OR engineers I've seen commented that BT/OR should have been putting more fibre down every time they had to dig things up for maintenance.

We'll have to see how Mike acts though, as talk is good. But actions are better. His first test for him will be the deployment of and how smoothly that goes.
