From various other forums I see quite a few postings where significant drop off in performance is laid at the door of congestion.

What do ISP's do to monitor and rectify this? Some of the instances seem very significant although of course I have no knowledge of overall prevalence.

TalkTalk never knew about severe congestion on my exchange until lots of people on the exchange started reporting it.

Some isps do a lot of monitoring, A&A monitor each line using a Firebrick, for example.

congestion tends to appear gradually and also will generally only be at busiest hours.

So a sudden drop off and especially if its all day is more likely to be crosstalk. Remember most people do not have access to stats or know how to understand stats, all they see is a speed drop and then moan.
