Copper lines with no phone number?

I recently read something about SOGEA, where it talked about users who have copper lines that have no telephone number. Is there some general way to identify a BT copper line? Even when it's new and has no phone number or hasn't had one allocated yet? Does BT have some kind of index number or other identifier for lines? Does anyone know?

If you check dslchecker the alternative to a phone number is the access line id which I assume you will be given if you order a SOGEA product, I bet if you ask nicely enough your ISP could tell you the id.

From what I've heard you can probably only really get it if you do order a SOGEA product and the records might not be easily accessible to ISPs until it is launched.

So in short not as far as I am aware.

OpenReach call it circuit id. mine begins LLES then 7 digits. An engineer gave me it for checking my line on the DSL checker site, but it either only works with BT lines, or is different to "access line id" on the dsl checker. They also have something shown on the address checker called UPRN. If you enter just a postcode in the address checker, it gives a drop-down menu with every address on that postcode, including the UPRN. Entering this alone in the address checker returns results for your specific address.

@j0hn - Sorry John, why is that? Clarification: Meaning with BT Retail lines, or with non-LLU lines or what?

bt retail I think. It's the exact same with phone numbers. The phone number checker won't show any results with my TalkTalk number,  the circuit id doesn't show for me either (if that's the same as access line id)
