Might have solved this now, by using alternative FTP client app, rather than one built into the web browser.

Some browser apps can run in to browser security issues I've noticed.

Glad to hear you figured it out. Nothing more frustrating when a program acts up

iOS Safari seems not to like downloading things sometimes. Then there's also the issue of where you store stuff once you've downloaded it, not allowing you access to the proper file system.
