Wasn't sure where to post this, but I think it is a good 'Laymans' guide to REIN and other info surrounding the in's and out's of Openreach and their obligations.

Not one mention of the other type of radio frequency interference that comes from radio stations ok it does not effect your CRC's or ES's but it does effect your SNRM :(
Openreach undertakes all and any REIN investigations on a reasonable endeavours basis, with no SLA or commitment other than to ensure the pairs meet SIN349.
It cannot warrant that the pairs will not be subject to REIN interference.

Because it isn't REIN ! The "R" stands for repetitive, NOT Radio !
When you are looking for something it helps decide what. In most people's situation REIN, i.e. electrical, interference is more likely so BT go for that first.

In all the years I've been REIN faulting now, I've never had an instance caused by RFI. We used to get RFI on the PSTN side of the circuit, but the relevant filter would generally resolve this.
So, (bearing in mind we don't have any major broadcasting stations around my area), there's a very high-percentage chance it will be electrical interference causing the issues. :)

I find that hard to believe that you have never come across a circuit where the RFI was getting into the end users circuit because of HR fault :o

You have asked a completely different question altogether. REIN is 'Faulty interference' coupling into a circuit that tests perfect.
You have just thrown that on its head by mentioning a 'HR' fault. The two are completely separate scenarios.
